How it Started
The trend of decline in Child Sex Ratio (CSR) defined as number of girls per 1000 boys between the ages of 0-6 years remained constant since 1961. The decline from 927 in 2001 to 918 in 2011 was concerning. Coordinated and convergent efforts were needed to ensure survival, protection and empowerment of the girl child. Shri Narendra Modi, elected as the Prime Minister of the country in 2014, mentioned about the horrific crimes that had been taking place with the females in the country at Laal Qila, New Delhi in his speech on 15th August 2015. He mentioned about the high rates of female foeticide that persisted in the nation from last several years. He highlighted the plight of women in the country and laid emphasis on freedom for women. His concern and the efforts of all the members of the party gave rise to giant mass movement that became the voice of every female in the country, ‘Beti Bachao Beti Padhao Yojana”.
Beti Bachao Beti Padhao scheme was launched on 22nd January 2015 by Prime Minister Shri Narendra Modi in Panipat, Haryana to address the concerns related to gender discrimination and women empowerment in the country. Launched with an initial funding of INR 100 crores the scheme aims at educating masses against the gender biasness and improve the welfare services for girls. It is an outcome of the efforts made by three Ministries that include: Ministry of Women and Child Development, Ministry of Health and Family Welfare, and Ministry of Human Resource Development.
Objectives of Beti Bachao Beti Padhao Yojana :
- Improve the child sex ratio
- Ensure gender equality and women empowerment
- Prevent gender-biased and sex-selective elimination
- Ensure survival and protection of the girl child
- Encourage education and participation of the girl child
Implementation
Multi-sectoral District Action Plans under Beti Bachao Beti Padhao Yojana have been operating in almost all states. Programmes for Capacity Building and Trainings have been provided to Trainers to strengthen capacities of district level officials and frontline workers. Nine set of such trainings have been organized covering all States/UTs the Ministry of Women & Child Development from April-October, 2015.
Scheme Details:
- Advocacy campaigns were launched to address the issue of declining CSR and SBR
- Multi-sectoral interventions were planned and are being implemented in gender-critical districts across the country
- A financial incentive-linked scheme ‘Sukanya Samriddhi scheme’ was launched to encourage parents to build a fund for female children
At the national level, the initiative has added immensely to the growth and development. 422 districts out of 640 covered under BBBP have shown improvement in SRB from 2014-15 to 2018-19.The National Gross Enrolment Ratio of girls in secondary schools improved from 77.45 to 81.32, 3.87 points in four years. Proportion of schools with separate, functional toilets for girls rose from 92.1% in 2014-15 to 95.1% in 2018-19. The National SRB Index has shown an upward trend from 918 (2014-15) to 934 (2019-20). Under this scheme, various initiatives have been undertaken by districts to develop consciousness among target groups and other stakeholders. These schemes include Digital Gudda Guddi Board, Udaan-Sapne Di Duniya De Rubaru, My Aim My Target Campaign, Lakshya Se Rubaru, Noor Jeevan ka Betiyan, Bitiya aur Birba, Aao School Chalein, Collector ki Class, BAL Cabinet
In the first five years of its implementation, the scheme has successfully shown improvement in its performance and continues to achieve the objectives with furthermore initiatives being taken to empower women in the country, ensure equality, and progress of the females.
Tarun Chugh: National Convenor of Beti Bachao Beti Padhao Scheme’s Task Force
Shri Tarun Chugh, was appointed as the National Convenor of the ‘ Beti Bachao Beti Padhao’ and then it becomes mass movement in entire country
At the time of its launch on 22nd January 2015, 100 districts in the country which included Panipat, Sonepat, Kurukshetra, Ambala, Rohtak, Karnal, Bhiwani, Yamunanagar, Mahendragarh, Jhajjar, Rewari and many others from states of Rajasthan, Haryana, Punjab, Uttar Pradesh, etc were gender critical and had an alarmingly low Child Sex Ratio.
Under the convenor ship of Shri Tarun Chugh, the scheme launch was implemented through a national campaign and focused on a multi sectoral action plan in these 100 districts. Various steps have been taken to uplift the women of the country under Shri Tarun Chugh’s leadership
BBBP Yojana under Shri Tarun Chugh:
As the National Convenor of the largest mass movement of the country, Shri Tarun Chugh has worked relentlessly towards the progress of females in the country and spreading the campaign across the nation with his continuous efforts. Under his convenorship, the initiative has grown manifolds. From party level to the grassroots level, Shri Tarun Chugh made sure that the initiative reaches every individual, for which he conducted various camps, activities, trainings, schemes etc as discussed below

In order to spread awareness among people various initiatives were undertaken under Shri Tarun Chughs convenorship. Use of street plays to make people aware of the scheme and educate people about rights of women. Street plays were organized in villages, marketplaces and cities to generate awareness among large masses. Issues related to the girl child, the series of difficulties she faces in her life are descriptively portrayed through these street plays. Shri Tarun Chugh ensured that communication was established with people at the grassroots level in rural, urban and sub urban regions. Seminars, workshops, lectures, discussions were conducted with people to make them aware and sensitise them about the difficulties faced by women and her rights
Shri Tarun Chugh ji made sure he did not leave any stone unturned in this widely accepted mass movement. Numerous trainings were conducted to equip people with vital information, necessary for everyone to know. Regular media campaigns, circulation of information, schemes and initiatives under BBBP Yojana through newspapers, television, advertisements, plays, performances, etc were done to sensitise people. Use of creative and innovative slogans, songs, street plays, visual art forms, etc caught immediate sight of people and helped in sensitising a large range of masses effectively. A chain of educating people with the concern, the need and outcome of empowering women, encouraging the women and providing them equal ground for growth and development were set up
The trainers trained under the training programs further went on to train district level officials and front line workers. Task forces were appointed at the district as well as block level that ensured the circulation of information, sensitisation and awareness among the general public of their regions. The task forces organised meetings and discussed fully fledged road maps that shared information related to Child Sex Ratio. To reach out the community at a large, multiple Rallies were organized with major participation from schools, Army schools, Employees of Government Departments, etc
Mansa district in Punjab has launched an initiative to inspire its girls to be educated. Under its ‘Udaan – Sapneya Di Duniya De Rubaru (Udaan- Live your Dream for One Day)’ scheme, the Mansa administration invites proposals from girls belonging to classes VI-XII. These girls have the opportunity to spend one day with a professional they aspire to be — doctor, police official, and engineer, IAS and PPS officers, among others. The initiative has received great response, and more than 70 students have already got a chance to spend one day with a professional, to see them function in a professional environment, helping them make better decisions about their future career choice
: PM Modi in his Mann Ki Baat appreciated a Sarpanch from Bibipur, Haryana who started a ‘Selfie with Daughter’ initiative. PM urged people to share their selfies with daughters and in no time it became popular. People all across India and the world shared their selfies with daughters

Sukanya Samriddhi Yojana (SSY) is a government-backed small savings scheme for the benefit of girl child. It is a part of the Beti Bachao, Beti Padhao Yojana and can be opened by the parents of a girl child below the age of 10. SSY account can be opened at designated banks or post offices. Sukanya Samriddhi Account has tenure of 21 years or until the girl child marries after the age of 18. The SSY scheme comes with a higher interest rate along with several tax benefits
The Balika Samriddhi Yojana will cover girl children in families below the poverty line as stated by the Government of India, in rural and urban areas, who are born on or after 15 August, 1997. Initially, under Balika Samridhi Yojana (BSY), there were incentives assimilated- a gift of Rs.500/- presented to the mother on delivery of the girl child. Also, annual scholarships were provided for the child’s education by the Government
Under Shri Tarun Chugh ji, prominent camps for Beti Bachao Beti Padhao Yojana were set up. One such Camp that remains of utmost importance is ‘ Kudiyaan Di Lohri’
Improvement of CSR under Shri Tarun Chughs convenorship
In addition to this, from 2015 to 2022, 2, 76,532 Awareness rallies, 6, 48,504 celebrations of birth/Lohri, 1, 14,965 activities such as Nukkad Nataks/ folk art, 31,165 Gudda-Guddi boards, displayed at Anganwadi Centres, 38,838 Film shows have been conducted under the much celebrated Yojana
1,74,879 Prabhat Pheries, 30,919 Puppet shows, 57,930 Signature campaigns, 102669 Health Camps have been organized and 16,090 POCSO awareness camps have been organised throughout the selected gender critical states
Under the leadership Sh.Tarun Chugh BBBP Scheme has became a mass movement and every Indian has accepted, contributed, promoted it across India and Tarun Chugh promoted it on every possible way. Under his strategy and leadership in India the CSR ratio has been changed drastically and improving day by day
